November 6, 2024, Temecula, Calif.-- Deputies from the Southwest Station Special Enforcement Team (SET) and the Community Outreach Resources Engagement (CORE) Team, along with investigators from the Riverside County Anti-Human Trafficking Task Force, served a search warrant at a location.
As a result of the investigation, 49-year-old Hong Yang, a female resident of Rosemead, was arrested for pimping and maintaining an illicit brothel and was booked into the Cois Byrd Detention Center. Her bail was set at $35,000, according to jail records. Additionally, the two victims were offered resources and had the opportunity to speak with victim advocate case managers.
This all began several weeks ago when deputies from the Southwest Sheriff’s Station received an anonymous tip suggesting that prostitution activities were taking place at a chiropractic office, Evolution Chiropractic and Wellness located in the 31300 block of Temecula Parkway, Temecula, prompting an investigation.

(a) A person who reports being a victim of, or a witness to, a serious felony as defined in subdivision (c) of Section 1192.7, an assault in violation of subdivision (a) of Section 245, domestic violence in violation of Section 273.5, extortion in violation of Section 518, human trafficking in violation of Section 236.1, sexual battery in violation of subdivision (a) of Section 243.4, or stalking in violation of Section 646.9 shall not be arrested for any of the following offenses if that offense is related to the crime that the person is reporting or if the person was engaged in that offense at or around the time that the person was the victim of or witness to the crime they are reporting:
(1) A misdemeanor violation of the California Uniform Controlled Substances Act (Division 10 (commencing with Section 11000) of the Health and Safety Code).
(2) A violation of Section 372 or subdivision (a) or (b) of Section 647, or former Section 653.22, if the offense is related to an act of prostitution.
(b) Possession of condoms in any amount shall not provide a basis for probable cause for arrest for a violation of Section 372 or subdivision (a) or (b) of Section 647, or former Section 653.22 if the offense is related to an act of prostitution.

Based on the investigation, it was determined that the chiropractic office had been closed prior to the start of any illicit activities at that location. The suspect was using the former business name for advertising purposes, despite the office no longer being operational.
At this time, licensed chiropractors, including Dr. Michael Dubrick and Dr. Karlie Terry-Wauhob, were not involved with the activities under investigation. Currently, there are no further investigations involving any licensees or the chiropractic office itself.

"Human trafficking and commercial sexual exploitation remain significant concerns in our community. These crimes often involve manipulation, coercion, and exploitation, leading victims to engage in illegal activities against their will," Riverside County Sheriff's Sgt. Jesse Maldonado said. "The Riverside Sheriff’s Office remains committed to identifying and dismantling trafficking networks to ensure that victims are rescued and perpetrators are held accountable.
Human trafficking is not a “victimless” crime. Research shows that a majority of trafficking victims are women or children, many of whom have histories of abuse or trauma. The National Center for Missing and Exploited Children estimates that 1 in 6 endangered runaways are likely victims of sex trafficking, facing severe emotional and physical abuse.

Any proprietor, keeper, manager, conductor, or person having the control of any house of prostitution, or any house or room resorted to for the purpose of prostitution, who shall admit or keep any minor of either sex therein; or any parent or guardian of any such minor, who shall admit or keep such minor, or sanction, or connive at the admission or keeping thereof, into, or in any such house, or room, shall be guilty of a misdemeanor.
